Lest we forget, the National Defense Authorization Act for FY 2011 contained the first prohibition of the use of funds to construct or modify U.S. prisons to house detainees from Guantanamo.
That bill was 'authored' (submitted to the House) by Ike Skelton (D-MO), passed by both (D)-majority House and Senate in Dec, 2010, and presented to the WH on 12/29/2010.
Tho B Hussein signed the bill on Jan 7, 2011, all the work was done by a (D) Congress before the (R) takeover of the House after the 2010 elections.
