Encourage minority girls to keep their legs shut until they are married, and PRESTO! the gap will shrink dramatically.
Liberals are still playing with the mantra that those teen pregnancies are unintended; they are a deliberate means for unskilled young females to be set up with their own apartment by the government, and receive free health care, food, and cash from same. Our government rewards girls with “golden ticket welfare bastards”, and when the rewards stop the children will as well. There is no attempt to raise/educate these children, no desire to see them succeed; when they are no longer valuable as a source for benefits they are discarded like trash.
