Dude. Wake up. You want state RFRA’s to emulate federal law. To do that they must provide protections for individuals separate from the state and businesses via Hobby Lobby. Why u ask? Because that is how the federal RFRA has been interpreted.

I don’t like a one-size-fits-all federal solution to every problem. In a nation where states’ rights has any meaning, there is “inconsistency” by design.

I generally concur with your logic and would just point out that consistency enhances legal arguments.
