Intercepting US funds is problematical, there are several judgements outstanding against the PLO and I believe the palestinian authority. They get their aid, the judgements go unsatisfied.

Did a quick check, the Palestinian Authority, who our government sends money to, as opposed to the PLO has had judgements against it. If you're interested, an
early case from 2000. Settled a decade later, but never able to attach PA assets or cash flow.
