That has been supposition/rumor since the night Stevens was killed.

It is not only the Lefties/Media who make things up.

It was based on the coincidence of Morsi coming to power in Egypt and demanding the release of the Blind Sheik at the same time there were rumors of weapons transfers through Libya to Morsi’s Muslim Brotherhood. Hillary’s first claim about a video and her apology went to Egypt first, IIRC.

It’s very plausible but without evidence.
