I remember hearing a nun many years ago in Africa address this issue. She said the only way it wil stop is for people to abstain from promiscuous behavior, whether sexual or otherwise. That’s the old way.

Not just for the above attempt at pith, but in that he believes an increase from 5 to 80 is due to the lack of needle exchange.

Why aren’t there subsidized needles or free needle exchanges for diabetics? Why only drug abusers? Why do diabetics even need a prescription for needles when the government gives them to dopers?

This is another issue at least in the shadow of the ill-conceived 17th Amendment, state lawmakers foolishly giving up their voices in Congress by passing that amendment.

I suppose that it shouldn’t be surprising to see a federal law that actually compliments the fact that the states have never delegated to the feds, expressly via the Constitution, the specific power to tax and spend for new syringes.

Regardless, this issue suggests that federal lawmakers, especially Senators, are at least thinking that they have the constitutional authority to tax and spend for such purposes imo.

The 17th Amendment needs to disappear.
