Yes, I realize that, but abstinence does not only refer to sex. Abstaining from drugs is what is at issue. These people made a choice and continue to choose poorly. Read Theodore Dalrymple’s :Romancing Opiates.” Most everything we think we know about addictions is wrong.
If it isn’t AIDS it is hepatitis or TB or some equally nasty vehicle of death. Even if needles are available, at your expense, they still reuse and/or engage in other equally dangerous behavior. The user is responsible, not the taxpayer.
Drugs are just the smokescreen, it’s about homosexual conduct.
Isn’t it interesting that as soon as marriage redefinition was forced on this state, the AIDS rate skyrocketed?
