Bush did not concoct DHS, Congress did that and forced it on him. He argued in several different speeches that it would put another layer of bureaucracy to emergency situations. He put a person in oversight of the different agencies which dealt with these kinds of situations, but did not want a new agency.

You have your history all wrong.

The creation of the Office of Homeland Security was done via Executive Order 13228 by......President George W. Bush. Not Congress.

The Office of Homeland Security was the person Bush put in charge. The Department of Homeland Security was the agency that Congress forced.
