By going after the public employee unions, Walker cut a major source of funding AND a major supply of political activists.
The state university’s “social science” depts are another source, and THAT’S had some funding cuts.
A third major source of funding and activists are the multitude of “non profits”, many of whom get federal grant money. Walker can’t do much about them as gov, but COULD as president.
The way to cripple the Left’s power is to go after their funding.
