Ha. The City of Albuquerque Water Authority has for years pushed for saving water. Citizens did so beyond their wildest dreams. They saved so much water that the Water Authority is asking to jack rates to cover losses in revenue due to the increased water savings.The same thing has happened in parts of California, including recently.
