Perhaps. Although he did improve Texas and many other states winning cases at the Supreme Court. As one of the top Attorney Generals he also had all sorts of people working for him (so the “executive experience” of people management.

Oh, and I believe the cases are brought up based on citizen's complaints. So - he has DIRECT experience of listening to the people, and addressing their problems do get them right. That would sure be a nice change of pace to have in the Whitehouse.

He also improved Texas by beating Dewhurst for Senate, spilling blood in the water that directly led to him also being defeated in a FOUR person GOP primary for Lt. Gov. two years later.
Dan Patrick now holds the most powerful elected position in Texas. Say what you want about Lt. Gov. Patrick: he’s not establishment.
And then there’s Texas Monthly moaning about so many Tea party GOP primary opponents running against establishment candidates because Sen Cruz’ candidacy gave them the idea they can win.
Ted Cruz did that. He has vastly improved retail politics at the State level. His election has transformed Texas politics. That’s exactly what we need at the national level.
