Just after handcuffing the guy, he trots back towards the pathway and appears to pick something up from the grass on the far side of the path. The object that was in front of his foot still appears to be where it was.
Then he returns to the victim as another officer approaches. It appears he may have planted evidence at that point. Did he run over and retrieve the Taser from the grass and drop it by the body?

Even without the video, there is probably enough evidence to support a murder conviction. With the video, it's the proverbial slam dunk!
You're right. It looks like the taser was flung back by the victim just as he was taking off. I don't see him tossing it, but at about the 0:17 mark, I see it scooting along the ground behind the cop, in the direction away from him as he's running.
