The DNC strategy is likely to be to hit the leading GOP presidential candidates early and often in order to establish lines of attack to be used against the eventual nominee in the general election campaign. Obama was likely briefed that Walker would be a formidable candidate, with a lack of foreign policy experience being one of his weaknesses, so Obama pops off at Walker.
If I were Obama, I wouldn’t. His record on foreign affairs is abysmal. He makes it really for Walker (or anyone else) to hit back hard
