No. Something else fell on the ground. The cop *used* the taser on Scott after the object hit the ground. Scott never touched the cop’s taser.

The ‘struggle’ was the cop grabbing Scott’s wrist and Scott twisting away and continuing to run. Then the cop tased him, then shot him.
He also had the opportunity to review the newly released dash cam video showing the initial traffic stop, from which Scott fled. Hosko said that video doesn't change his opinion of the incident.
And the jury will get the blame. This happens over and over. Prosecutors are the lowest of government hacks.
