Get around the constitution???? The constitution is VERY specific. Criminal and civil law go back to 1066. Read your history. If the authors of the constitution had wanted to include civil offenses they would have.

Yes, they are clearly skirting the Constitution by pretending that these are civil cases, when they are clearly criminal.
