So if he had done it before Cruz, would it still be pandering, or only because he is speaking there after Cruz?
It's pandering because Jeb Bush is not a conservative, whereas, Liberty University, for the most part, is a conservative institution.
For the exact opposite reason, Ted Cruz speaking at Liberty University is not pandering.

I don’t care for the guy, but come on politics is politics. As phony as it it is it’s nothing compared to Cankles lowering herself to the unwashed masses at Chipotles. And really Chipotles, a mexican(kinda sorta)QSR, how vacuous does she think Americans are.
