I read it, in fact, I wrote a whole book about
the Biblical system for how to preclude such events. Having studied that problem for years, I can tell you that the article you linked is nowhere near how bad things are going to get once these creeps cut the power: no water, no sewerage treatment, no refrigeration, no gas pumps... and no food. Consider too the problem of developing secure communications after the event.
