The tide started to change in the 1960s with Teddy Kennedy's bills. Until that point in time, the reality was that this country had a very controlled immigration policy that consciously throttled down (legal) immigration after each wave to allow time for assimilation of the new immigrants to occur. (Now, assimilation is actively DISCOURAGED as another way to split the nation apart.)

Additionally, the immigration policies were designed to benefit the USA and its citizens, not the rest of the world, or corporatists. This whole "we are a nation of immigrants" meme is false in its implications that unbridled immigration from all over the world has been our policy, and as such is responsible for building the country to the stature that it had reached (prior to the flooding that has occurred since the 1960s).
