Another option might be the Escape From New York gambit. Just build a fence around the whole place and let them go to town on their own. Keep guards and everyone else out, only ferals inside.

In the documentary, “Waiting for Superman”, it was pointed out that the neighborhood doesn't make the schools bad. No, it doesn't. Instead, it is the **SCHOOLS*** that make the neighborhood bad.
I learned 35 years ago never even to look at a loud black person in the movies, let alone shush him.
