There as so few Conservatives Congressmen from CA that it is likely he has been targeted.

The guy is out engaging in an aggressive group trying to answer questions; not dodging them.
The other guy condescendingly comes up and does the physical contact pat on the back thing. I would have likely reacted the same way the Congressman did.
Its a very aggressive move to make contact like the person did.
Not to say it was right; but he was intentionally provoked.
