If the answer is yes, then he is NOT a “rock solid conservative”.
If the answer is no, then what was the protester talking anout?
There are endless procedural motions and strategies to deal with legislation. In the case of amnesty some people wanted to attach certain language to a funding bill, others wanted to pursue a different strategy. People who don't understand the nuances of the legislative process label you as "for the other side" when you don't embrace the strategy they want to pursue -- someone sent out an email or published on a website that he didn't vote "the right way" so these guys flew off the handle. It doesn't make him pro-amnesty.
