Our Founders had a much better idea to prevent "Swatting": don't have a tyrannical standing army to begin with.
Any ANYONE who claims the police in America these days, down to the smallest town with Federally-funded vehicles and weapons, is not a standing army is DELUSIONAL.

So for these hoax calls the police can be compensated for their trouble but the homeowner with the busted in door, flash bang burns to his carpet and a dead dog in the entry will get nothing. They never do, even when the cops blatantly mess up by going to the wrong address.
