Why a 10pm curfew? Why not sundown til sunup? Could have sworn the curfew takes place tomorrow; not tonight while they are actively looting stores. Again, it appears the mayor is giving the looters space to get what they want done, and hopes that they can trade the goods of private citizens for 'peace and calm' descending on the city.
