The only way for the 20%-ish of households to become productive is for them to get less in the way of freebies and for the illegals to be deported so more existing jobs will be available for legal Americans.
The way to get people out of poverty is to make them uncomfortable in it. The way to get people out of the cycle of gibsmedat dependence is to stop giving them something for nothing, which obviously includes rewarding single moms for having bastard children.
