Quiz time. In which city have African Americans had the most success in. A clue, they had two Republican mayors for 20 years.

Obama outpolled McCain in Salt Lake County, but Romney easily won the county in 2012. The Salt Lake City mayor is a Democrat, along with 5 of the 7 city council members. The black population of Salt Lake City was under 3% in 2010, but the white non-Hispanic share has dropped to about 66% of the total.

Of course there are other cities in Utah besides Salt Lake City.

St. Louis has not had a Republican mayor since the 1940s, and in its most recent elections for the board of aldermen there was no Republican in the majority of the contests; the city is overwhelmingly Democratic, effectively a single-party political monopoly from its schools to its police department.

What happens is Republicans becomes Democrats in name only, because it’s the only way to get elected. In effect a uniparty is the result. It’s similar to what we have at the national level, except the two parties still exist as a facade.
