Probably using a Glaser safety round. Total fragmentation dissipates on the surface or slightly interior. Fragments probably lost on highway Kind of outside the box, but I think hypothetically possible is he's using sabot glass bullets, and the fragments are in the car, among the other glass fragments.

Possible I guess. I also suspect he is using a stationary hide because the area would be more wide spread also rotating between several fixed positions. Probably a second person involved either as security or spotting.
