I have a question. How often do these foreign governments donate to charitable foundations? Especially, charitable foundations outside of their own country?
It seems like an unusual transaction unless they were looking for quid pro quo.

I'd like to see Congress pass a bill stating t hat ANY country that receives non-military US aid may NOT employ a lobbyist in Washington.
