One person (the driver?) was charged with Second Degree Murder. All the other 5 with Manslaughter.

Should probably be Manslaughter for all.

But that's a murder charge.

They intended to harm, but did not intend to kill.

It would be no different than somebody dying on the Waterboard.

Official, illegal Police action, under color of law.

Technically, under Federal Law they could receive the death penalty.

You do not they intended to harm. Why do you assume they did ? This kid was a nothing. Why would they risk their careers for him ?

The driver was charged with second degree "depraved heart" murder. That means callous disregard for human life that results in a death.

I presume that is based on the allegation that his driving was sufficiently careless as to cause the fatal injury.
