... Since January, there has been a shortage of subs in Autauga County, which leaders say is a first for the school system. The shortage means students may be disbursed and placed in another class for the day or teachers take turns during their planning period.
Superintendent Spence Agee says the shortage is due to the Affordable Care Act, also known as Obamacare.
The law requires large employers to provide insurance for employees working more than 30 hours a week. Due to the requirement, the schools have had to cut back on substitutes' hours, only allowing them to work three days a week instead of the previous possible five.
"It's sad for those ladies who are now just sitting at home because they aren't doing it for the money. I can't tell you how many of them have said when I'm at the Junior High, I have a purpose. It's important to give people a purpose," Rowe said.
"Many of our substitutes are military spouses or retired teachers who have insurance, and they're saying we'll sign anything, just give me a piece of paper to sign that I don't want insurance. We have substitute teachers that want and depend on this money. So it's hurting substitutes," Agee said. "I hate it. I hate for the teachers who are being pulled in so many directions. I hate it for the children who get disbursed to other classrooms."
Agee says it all boils down to the bottom line. Failing to comply could cost the district $2 million in fines, but paying for insurance for substitute teachers isn't possible as it would tack on up to $10,000 per person.
"You're talking about it would break Autauga County," Agee said. "We just wouldn't have any money to operate, we couldn't turn the lights on."

He should go to Baltimore at night or any inner city so he can hang with Obama sons and daughters.
I work in Autauga County and it is a very red, very conservative county right next door to Montgomery and all the military bases. I doubt Obama got a lot of votes in that county. Just looked it up...Obama got 26.6% of the vote there in 2012.

I am a retired teacher in North Carolina, there are no unions here. I get my health care through my retirement, and by the way I do pay a premium every month and a co-pay at the doctor. Because I get insurance from my retirement I can only sub three times a week or I lose my retirement insurance. This is difficult for school systems who need experienced long term subs.
Are substitutes necessarily union?
And how many of your co-workers supported Obama, hm?
In many places, yes.
In my neck of the woods, that's something that's negotiated between the union and the district. So one district might have union subs, while the adjacent one does not.
But I'll tell you one thing. My district has union subs, and most subs that I talk to absolutely hate it. They don't make much per day as it is, and still they are forced to pay union dues.
And the subs get next to nothing in return for their dues. There's not enough of them to make a difference in union elections, so they're pretty much ignored when contract bargaining time comes around. Regular teachers get decent raises, sub pay often doesn't move at all.
