Due to the ‘74 law the number of uninsured in Hawaii was very low when compared to other states. There were not enough people shopping for coverage on the exchange to generate enough revenue for it to pay for itself. They were toying with ideas on how to do that. One was to tax the network of brokers who had sprung up around the existing law to fund their new competitor. That, as you can imagine, went over like a lead balloon.

Literally a solution in search of a problem.

More likely is that Obama needed Hawaii to set up a state exchange to counter the optics of the Republican states that opted out.

It may be as you say that Hawaii didn't need it, but Obama desperately needed his home state to not reject it.

Conservatives should propose a single payer system based on public health principles.

1. Free inoculations against infectious diseases.

2. Free treatment of infectious diseases.

3. Free vasectomies and tubal ligations. Free Norplant for welfare recipients.

4. One free annual checkup for infectious diseases.

All other issues are not public health concerns, and the individual can carry their own weight or buy insurance.
