What a bogus study. It is comparing transit commuters to drivers. Transit commute is always going to slower ( unless in a place like New York ). Does the black driver coming from the same area have a better time than a black transit commuter? Chances are , yes. It has nothing to do with race.

If you do the math, a Hispanic transit user takes about 3 minutes longer per trip than a white transit user.
It is obviously a microaggression involving white privilege.
