Mistakes, serious mistakes, were made by Paul Bremer, Bush's head of the Iraq Provisional Authority. One of them was disbanding the Iraqi army. And that led to chaos in the entire region. And that made the rise of ISIS so much easier.
It is much like how the treaty of Versailles led to chaos in Germany, which made the rise of Hitler so much easier.
It's a stretch to directly blame Bush for ISIS, as it's a stretch to directly blame Versailles for Hitler. But the links are there, and we need to learn from it.
Hussein’s army was corrupt from the top to the bottom.
They carried out human atrocities on Hussein’s whim.

The Shiites should have known the Sunnis, disenfranchised Sunnis that is, Wahhabists, etc., would raise hell though.
There was always a lot of trouble in Iraq though, suicide bombings, a lull in the violence but not an end to it ever.
Remember, ISIS was hiding out in Syria and causing a little trouble for Assad. Obama changed that by funding 12 different insurgent groups, arming and funding them and giving them US military advisors to attack Assad’s troops. This weakened Assad’s military and allowed ISIS to not only grow, but to take over 1/3 of Syria. Then they set their sights on Iraq and Libya. Without Obama’s intervention, there would be no ISIS
