They used to but the QB’s and receivers complained about the ‘new’ balls and the QBs wanted to be able to condition the surfaces before using.
Like a pitcher in baseball will ‘condition’ a new ball before using it. Only during a NFL game the QB has no time to condition it during the game.
Then they should tell the QB’s and receivers, “That’s tough....Here is what you play with...If you don’t like it, go to work at McDonalds....”
