Their hands are tied. If they so much as touch a student, parents will sue them and the school. Thanks to all the liberal control of the public schools these kids with constant bad behavoir get worse because proper deterrants can't be used (i.e., wooden paddle).
They don’t need to touch them except touch their minds with intriguing instruction instead of being stupid and lazy
