I assume that you are referring to the David Koresh incident. That wasn’t IN Waco. It was 20 miles outside of Waco. Waco had nothing to do with it except that it was unfortunate enough to be the nearest city of any size.
Reno and Holder were the brain trust behind Waco, as I recall. He was warming up for Fast and Furious.
