This dates to 1972. This is just the logical further implementation. The actual language of these latest rules is just vague enough to allow a court to further erode private property rights, and that’s not by accident.

The problem with our side is that we accept their assertion of good intentions,
and that these are “unintended” consequences.
If just one of these presidential contenders would run on closing down the EPA they would be a shoe in.
Fortunately, we’ve got lots of sand here in Aiken County, SC.
It has to rain really hard for a long time around here to get natural puddles. Then, once it stops raining, the puddles disappear in a short time.
I’ve got one low spot in my driveway that develops a puddle after a real gully washer. It’s usually gone in half an hour.
