The police commissioner in Baltimore needs to be fired. The cops in Baltimore need to be told they WILL return to enforcing the law, and, if they refuse, fire the whole of if them and call in the National Guard to replace them until new recruits are hired. Thugs who act up need to be rounded up and charged under RICO laws with insurgency and riot.
