Yeah, They will “elect” gangs to be their police forces and all out war will ensue until one gang has a death grip on the community and is terrorizing the surrounding communities.

When it gets bad, innocent citizens can buy guns. Thugs robbing and breaking into homes? Innocent citizens can shoot and kill them.
