This is an end run to registration. The insurance company must know what they are insuring and will maintain a list. Get caught with a weapon that is not on your insurance list,pay $10K. As we have seen with health care records, these things are easily hacked/accessed. Politicians and bad guys will know what you have.

And that is the whole point.
If someone uses a gun in a criminal manner they are going to be sued. (i.e. pay for what they did) which accomplishes the same thing as this proposed bill.
We could also pay a special tax for a special fund for individuals injured by guns. (I’m not for this - just making a point). They w/b against this because it w/b anonymous.
The objective is lists of lawful gun owners and guns.
