In the eyes of Jimmy Carter, then, being an American is the same thing as having lightly pigmented skin... although to extend his confused metaphor, being an American might include olive-colored skin from some Mediterranean people (Italian, Greek, Jewish) but not others (Spanish, now categorized as Hispanic), and probably not Arab, who are technically lightly pigmented, sometimes, but definitely a minority, most of the time. According to Carter, minorities are not Americans, though.
