Interesting point. What about jobs? What if your employer is persecuting you, but the system prevents them from firing you. Do you flee that job?
I can only give an opinion. I think the time to flee is when the persecution comes from the highest levels. In other words, we may have enemies everywhere we go. But when the mayor, city council, police, and judges become the enemy, it is time to get out. And when the ceo, board, upper management becomes the enemy, it is time to leave. In some cases we can appeal to a higher authority. Sometimes running away is not an option.
