"... to examine how the Saudi's have used their vast wealth to effect US foreign policy..." I have trouble taking anybody seriously who doesn't know the difference between "affect" and "effect." Either word would be correct in this sentence.
I was about to say the same thing. It drastically changes the tone and meaning of the sentence, depending on which is used. I doubt the author realized this...

I think he meant “affect,” and is just a lousy speller.
