Shamefully, I have never learned to post a picture. It looks like a clear old plastic bottle about eight inches long, with brown liquid I it. There is one wire going in and one wire going out but both are extending deep into the ground and the bottle is now out of the ground but secured to the wires. The electrical wires are probably 1/4 inch diameter.

A ground wire most likely. Though why they would attempt to waterproof it is beyond me.
