Most of the culture surrounding alcohol also pushes moderation. I’m not certain that “moderation” is even an adjective that can be properly used with marijuana, since *the* only point of using marijuana is for the high.

When alcohol was illegal, most consumption of that mind-altering drug was immoderate; it's not the chemical, it's the incentive structure. And it's easy to buy a 'one-hitter' pipe or bowl, whose purpose is to facilitate the moderate use of pot.
