Scorched Earth:
A scorched earth policy is a military strategy that involves destroying anything that might be useful to the enemy while advancing through or withdrawing from an area. It is a military strategy where all of the assets that are used or can be used by the enemy are targeted, such as food sources, transportation, communications, industrial resources, and even the people in the area. The practice can be carried out by the military in enemy territory, or in its own home territory.
Something like Hitler tried towards the end of the war in Germany - but cooler heads prevailed.

It means to orchestrate civil unrest/race riots then follow with terrorist attacks.
This is where the “spontaneous” lie with Benghazi came from. Spontaneous protest followed by spontaneous terrorist attack, neither of which were spontaneous. There was a planned protest followed by a planned terrorist attack.
For the last 23 years, whenever a Clinton is running for President or is planning on running for President the Scorched Earth Policy is employed.
During B Clinton impeachment the Clintons had a threat of “Scorched Earth”. Most people believed it was a threat against republicans not a threat of race riots.
In August of 2002, Charles Barron let it be known that if blacks didn’t get reparations for slavery there would be “Scorched Earth” meaning there would be race riots in every city in the US.
Hillary was all on board reparation for slavery until C Barron used the term “scorched earth” to describe race riots which came back on Hillary for the Clintons use of the term “scorched earth”.
More than likely “scorched earth” is a repeat of calling for reparations for slavery and promising race riots in every city if they don’t get it.
