I remember the Madistan libs lauding their Red Bike Project years ago that let people use an unoccupied bike that was painted red to pedal free around the isthmus. Then after about a month, all the red bikes were in disrepair, with the few functional ones being monopolized by the homeless. Major lib fail.
I remember the libs tried something like that in major cities in either Washington or Oregon. Bikes were made available and all you had to do was put it in a designated rack when you got to your destination. Within a few months, they were all stolen.
