Multiple children shot at Philadelphia block party

NBC News) – Philadelphia police are searching for a gunman who fired randomly at people attending a block party in west Philadelphia.
Police say gunfire rang out around 10 p.m. and at least seven people were shot, including a toddler who was hit in the neck by a bullet.
Several other children were hurt. A police say an 11-year-old was shot twice and a 13-year-old was shot in the chest.
The other victim’s ages range from 22 to 46 years old, police say

At this point, I’m not sure names are necessary. There are just so many victims.
Some media outlet or radio show should give the number of shootings and murders in the major cities daily like the temperature report, baseball scores, or the NYSE.
I had thought about suggesting a Las Vegas over/ under but that would be too easily rigged.

It was a block party. Yes, I've been to block parties. When I was a parent of youngsters, I would never have let them stay past 10:00 at one. I guess those days are gone.
What's the proper time to bring children into the house from a block party in these enlightened times? Midnight? 2:00? After the bars close?
