Well .. I’m not so sure about that. The woman supplied the MURDERERS with all sorts of items .. why not a phone ..????
And .. it’s easy to turn off the GPS on your phone to keep people from knowing where you are.
But, I’m guessing the police in Charleston decided to take the chance that citizens were capable of taking care of themselves ..????
