The Obama Administration could have resolved this way back in 2009. Back then, the Democrats had majorities in both the House and Senate, and they could have passed a bill adding an additional Title section to the 1964 Civil Rights Act that would specifically include civil rights for LGBT (lesbian, gay, bisexual and transgender) people, which would have ended the whole argument right there.
If they are US citizens, the LGBT folks already have civil rights.
