Oh the irony. Maryland was full of southern sympathizers during the civil war. Anacostia was an entry port for slaves.

Maryland was a slave state. They were allowed to keep their slaves, an expedient to keep them in the union. The Emancipation Proclamation didn’t apply to them, just to states under rebellion. Maryland’s slaves weren’t officially freed until the 13th Amendment was ratified.
